 UARF Asks Virginia's Secretary of the Commonwealth what is Accomack County's for

Freedom of Information [Project FOIA]

UARF wrote the following to The Honorable Janet Vestal Kelly, Virginia's Secretary of the Commonwealth;

Dear Secretary Kelly:

I am writing you to get a clarification of a term your office used in the Secretary’s Annual Report on Counties for 2011-2012 [page 2, ln. 10] it is says that Accomack County has a Traditional Form of Government;



Population: 38,305 County Seat: Accomac Land Area: 455.24 sq. mi.

Incorporated Towns Within County: Accomac, Belle Haven, Bloxom, Chincoteague, Hallwood, Keller, Melfa, Onancock, Onley, Painter, Parksley, Saxis, Tangier, and Wachapreague

Formed in 1634 and changed to Northampton County in 1642-43 and reappeared as Accomac September 1663. Accomac was changed to Accomack by House Joint Resolution Number Six by the General Assembly of 1940.

Form of Government: Traditional Form;

In a review of Virginia’s Code we found 40 references to traditional in Virginia’s Code none of which deals with the term as a traditional as a form of county government.

In addition a review of Accomack County’s Code of Ordinances [http://library.municode.com/index.aspx?clientId=13191] which it has posted on line says nothing about the County’s form of Government.

Would you please advise me as to, [1] where I might find a description of a ‘traditional’ form of county government to which your report refers and [2] how your office determined Accomack County had/has a traditional form of county government.

Simply put there appears that there is no framework for the county government to conform to while conducting its affairs.

You would think with the county having a full time attorney and he being paid $122,000.00 + a year and he is only working four days a week he would have discovered the county appears to be operating without any form of government.
